A comprehensive set of best practices covering anti-bot and malware, anti-spam and emerging mobile abuse was jointly released last week by the Messaging, Malware and Mobile Anti-Abuse Working Group (M3AAWG) and the London Action Plan (LAP). The report provides proven strategies to help business, government and end-users stay safe.

Thousands gather at City Hall to celebrate Giants

SAN FRANCISCO (AP) - They came from all corners of the region and screamed louder with each strike and every out in the bottom of the 10th inning as the San Francisco Giants closed in on a second championship in three years Sunday.

The 2,000 fans assembled to watch the game on a Jumbroton a park across from City Hall grew in numbers and volume throughout the chilly and foggy night, exploding in unison with a roar with the final out.

Anthony Yos, 10, hugged his brother Luciano Yos, 15 and the two danced in an embrace with their parents.

"This is the greatest thing," Anthony said with a smile that could go no wider. "The Giants are my favorite team."

Someone in the crowd launched fireworks a few minutes after the game and the park was awash with revelers, strangers hugging strangers and wine bottles and marijuana cigarettes being freely passed through the crowd despite a heavy police presence.

"This is San Francisco, "said Laura Chu. "We know how to party."

Sara Vivas brought her 6-year-old daughter Briana Cepeda from Oakland to view the game and join the celebration. They were both clad head-to-toe in Giants garb.

"This is something she will remember forever," Sara said.

The party started early in Civic Center park, with many showing up hours before the 5 p.m. game on a nice Indian Summer day in San Francisco, wearing shorts and t-shirts. The bnlankets and sweaters came out when the sun went down and the fog rolled in, but the chill didn't damper the enthusiasm. Many in the crowd were carrying brooms in hope of the series sweep that came to be.

The city's ubiquitous food trucks did a brisk business and drummers of all types beat their instruments throughout the game.

"Where else in the world do you want to be tonight," replied Dave Wormald of Toronto. Wormald and two other colleagues were in town for a business meeting and were watching the game at their hotel when they decided to embark for City Hall.

"This is the place to be," said Jim Vliet, Wormald's colleague.

Bars of all stripes, from the Castro to Chinatown were packed with fans and revelers rooting on the beloved Giants. City workers have even erected viewing stands across from City Hall for the second celebratory parade through the city in the last three years.

Only the WEIRD volunteer abroad?and that's a problem | Matador ...

A volunteer experience in Kenya prompted Maddy Vonhoff to research the issue.

OVER ONE MILLION PEOPLE in the United States volunteered internationally in 2008, an increase from 145,000 in 2004. While a seemingly positive trend, there?s a caveat: Most of these volunteers are WEIRD.

That is, the typical volunteer is white, educated, industrialized, rich, and from a democratic culture. The concept of WEIRD people has been discussed in psychology, with some researchers positing that perhaps white undergraduate students are not indicative of worldwide views (Jones, 2010). However, I thought it was incredibly applicable in international volunteering contexts as well. In a study by Lough (2010), over half of the sample of volunteers had a bachelor?s degree or higher, and 88% were white. In addition, McBride and Lough (2010) found that white people were more than twice as likely to volunteer abroad than black people. And 1 in 3 volunteers lived in a home with an income of over $100,000.

Are we unconsciously perpetuating ideas of white privilege and creating unequal relationships?

While this seems like common sense and perhaps unavoidable (families with higher levels of income would have more time and financial resources to put towards volunteering), how does having such a homogenous volunteer base affect relationships with those of other cultures? In a study by Cross-Cultural Solutions (2009), one of the largest international volunteer organizations, they surveyed alumni volunteers on their experiences volunteering abroad.

Volunteers thought they were most effective while promoting cross-cultural interaction; caring for infants and children in daycare facilities; tutoring or teaching youth and adults; and collecting, preparing, or distributing foods, crafts, or other goods. 25% of volunteers believed their work could have been performed by a local community member, but only 11% believed a local could have done it better. That is, only 11% of the volunteer base felt a local could have taught in their local community, cared for their own children, and engaged in cultural practices better than a volunteer with limited knowledge of the host community. Only 18% believed they caused problems within the host community, and 6% felt that the community did not want or need them.

This begs the question: Why do volunteers see themselves as equally or more capable in practices rooted in culture and lifestyle? As the majority of international volunteers are WEIRD, are they unconsciously perpetuating ideas of white privilege and creating unequal relationships? In her article ?White Privilege: Unpacking the Invisible Knapsack? (2003), Peggy McIntosh states:

Whites are taught to think of their lives as morally neutral, normative, and average, and also ideal, so that when we work to benefit others, this is seen as work that will allow them to be more like us.

From this idea, you could draw the conclusions that white people can afford to be oblivious of the language and customs of persons of color without feeling any penalty, and that white people experience little trepidation about ignoring the perspectives and abilities of people of other races.

As a result, international volunteers may not only be ignorant of other cultures, making them unhelpful volunteers; they could be unconsciously ignoring the perspectives and ideas of the very cultures they?re trying to help. This leads to the implementation of Western solutions for problems that might not be culturally relevant to host communities.

The situation may also play out in reverse: Members of developing countries are used to accommodating the perspectives of other races, learning the customs, dress, and language of other countries, particularly the United States and other Western nations, if they wish to receive foreign aid. Thus they cater to us to make sure we feel comfortable while working abroad.

?Because we don?t think Americans can handle the word no.?

This hit home for me while I was in Kenya last summer. I asked our partner organization, Abba, a local elementary school / orphanage, when would be a good time for me to come in and teach. The reply was a resounding ?anytime!? However, I found out later in the day that they had exams for the next two weeks, and my presence would have been distracting at best. I asked our Kenyan advisor, Carol, if Kenyans don?t use the word ?no.? She said Kenyans most definitely say no to each other. When I asked why they wouldn?t say it to me, she replied, ?Because we don?t think Americans can handle the word no.?

Volunteering can also push Westerners toward false perceptions about the people they?re intending to help. In ?I?ve come to help: Can tourism and altruism mix?? Benjamin Sichel (2006) points out that volunteers assume that since they are wealthy and privileged, they will be useful in volunteer work. This can lead them to believe the local population must be too stupid or ignorant to teach their children, work in hospitals, or build houses, if volunteers are needed to help them do so. The assumption is created that wealthy volunteers know better than the culture and people they?re serving. It?s damaging to our cross-cultural relationships when we don?t view developing countries as equal to our own.

I?d like to see more consideration and discussion of these issues before we continue to ramp up the numbers of volunteers we send into service abroad. It can start with volunteers themselves ? before you dive in, think of your adventure as a learning experience first and an altruistic mission second.

Navy commander sent home amid investigation

SAN DIEGO -- A local Navy commander is returning to his home port in Washington state midway through his deployment following an investigation into undisclosed allegations of inappropriate judgment, Navy officials confirmed.

The commander in question is Rear Adm. Charles Gaouette, commander of the San Diego-based USS Mobile Bay and two North Island-based helicopter squadrons that are deployed with the Stennis Strike Group.


The Stennis Strike Group entered the Middle East area of operations less than 10 days ago, but is now left without commanding officer Gauette.

Navy officials said the admiral is being sent home to Bremerton, Wash., pending an investigation, but officials are not saying exactly what the investigation or allegations entail.

However, the Navy said Gaouette is not being formally relieved of command.

Retired Navy Capt. Neal Zerbe ? who served for more than 20 years ? told NBC 7 that this type of move by the Navy is highly unusual.

?The particular commander being relieved, and you know translating that to just moving him back to a continental U.S. base while the investigation continues, is unlike anything I've ever seen before,? said Zerbe.

It's unusual for the Navy to replace a Strike Group Commander mid-deployment and Zerbe said it?s important to note how the Navy?s statement about Gaouette is worded.

"If there are improprieties or if there are bad errors in judgment for something that happened in an operational situation -- you usually see wording to that effect," added Zerbe.

?The Stennis Strike Group deployed in late August and made two port visits on its way to the Middle East. Zerbe said that leadership is important, but he has full confidence the Strike Group will carry out its mission ? no matter what.

"This is at a very senior level. The guys that are delivering the bombs on target and supporting the guys in the field in contact, they're ready to go. They've got no issues; it's transparent at their level," he said.

An admiral who commanded the Abraham Lincoln Strike Group will assume command until the matter regarding Gaouette is resolved. Gaouette's chief of staff will be leading the Strike Group until his arrival.

Former glam rocker Gary Glitter arrested in child sex abuse scandal ...

LONDON -- Police investigating child sex abuse allegations against the late BBC television host Jimmy Savile arrested former glam rock star and convicted sex offender Gary Glitter on Sunday, British media reported, raising further questions about whether Savile was at the center of a broader pedophile ring.

Police would not directly identify the suspect arrested Sunday, but media including the BBC and Press Association reported he was the 68-year-old Glitter.

The musician, whose real name is Paul Gadd, made it big with the crowd-pleasing hit "Rock & Roll (Part 2)," a mostly instrumental anthem that has been a staple at American sporting events, thanks to its catchy "hey" chorus. But he fell into disgrace after being convicted on child abuse charges in Vietnam.

Sunday's arrest was the first in a widening scandal over Savile's alleged sex crimes. Hundreds of potential victims have come forward since police began the investigation into sex abuse allegations against Savile, a much-loved children's TV presenter and disc jockey who died at the age of 84 last year.

Most have alleged abuse by Savile, but some said they were abused by Savile and others. Most claimed they were assaulted in their early teens.

The scandal has raised questions about whether the BBC, the publicly funded and trusted broadcaster, had ignored crimes it suspected over several decades. Its executives have apologized and vowed to uncover the true scale of the alleged abuse.

"The BBC's reputation is on the line," Chris Patten, the chairman of the BBC Trust, wrote in The Mail on Sunday newspaper. "The BBC risks squandering public trust because one of its stars over three decades was apparently a sexual criminal ... and because others -- BBC employees and hangers-on -- may also have been involved."

On Sunday, the BBC and Sky News showed footage of Glitter, who wore a hat, a dark coat and sunglasses, being taken from his home by officers and driven away.

Police would not directly identify the suspect, but when asked about Glitter a spokesman said the force arrested a man in his 60s early Sunday morning in London on suspicion of sexual offenses in connection with the Savile probe. He remains in custody in a London police station, police said. British police do not generally identify suspects under arrest by name until they are charged.

Glitter, known for his shiny jumpsuits and bouffant wigs, was jailed in Britain in 1999 for possessing child pornography, and convicted in 2006 in Vietnam of committing "obscene acts with children" -- offenses involving girls aged 10 and 11. He was deported back to Britain in 2008.

In 2006, the NFL advised its football teams not to use the Glitter version of "Rock and Roll (Part 2)" at games.

One witness recently told a BBC-TV show that she once saw Glitter having sex with a schoolgirl in Savile's dressing room at the broadcaster's TV center in the 1970s. Glitter has denied the allegations.

Police have said that though the majority of cases it is investigating relate to Savile alone, some involve the entertainer and other unidentified suspects. In addition, some potential victims who reported abuse by Savile also told police about separate allegations against unidentified men that did not involve the BBC host.

The scandal has horrified Britain with revelations that Savile, the longtime host of the popular BBC shows "Top of the Pops" and "Jim'll Fix It," allegedly cajoled and coerced vulnerable teens into having sex with him in his car, his camper van, and even in dingy dressing rooms on BBC premises.

The BBC has set up an independent inquiry into the corporation's culture and practices in the years Savile worked there. It also launched a separate inquiry into whether its journalists dropped an investigation into the allegations.

But the scandal continues to put the broadcaster under pressure, and it seems likely that more people -- either outside or inside the corporation -- could be implicated.

"It could be the beginning of other high-profile arrests," Roy Greenslade, a journalism professor at London's City University, said in an interview with The Associated Press on Sunday.

Max Clifford, a prominent public relations guru, claimed that dozens of celebrities from the 1960s and 1970s have approached him to express fear that they could be drawn into to the scandal and criticized for their hedonistic behavior in the past.

Greenslade said that while Glitter's arrest must be a huge concern to the BBC, it is too early to say that the broadcaster's reputation is in crisis.

"If any BBC employee is shown to be involved, then there would be a nosedive in public trust," he said. "But nothing at the moment has been proven."

Analysis: This earnings season, more global means more pain

NEW YORK (Reuters) - For many U.S. companies, the earnings period has been scary enough. For those with big overseas operations, it has been a horror show.

Corporate America overall is struggling, with year-over-year earnings expected to decline for the first time in three years. But in a big switch from last year, a high proportion of overseas business is no longer a ticket to big earnings - and, in fact, has been a hindrance.

"It's how the worm turns," said Uri Landesman, president at Platinum Partners in New York. "Right now, the U.S. is not super-exciting, but relatively speaking, it's doing well. Anybody who is doing a lot of business overseas, things are slow."

The slowed growth overseas, particularly in Europe, has hurt U.S. companies' sales. The U.S. economy is growing at a middling 2 percent at an annual rate that compares favorably with the 17-nation euro zone, which is expected to have fallen into recession in the third quarter.

A Thomson Reuters analysis of third-quarter earnings shows a big difference in results between U.S. companies with the most international sales and those with the least.

A basket of 39 S&P 500 companies among those having the highest percentage of sales from overseas are expected to see earnings decline 8.5 percent from a year ago. That's based on actual results from 24 companies and estimates for the rest, according to the Thomson Reuters data.

Meanwhile, earnings for companies in a basket of 38 S&P 500 among those with the lowest overseas sales, including Southwest Airlines and UnitedHealth Group , now show an increase of 11.1 percent from a year ago. That's based on actual results from 15 companies and estimates for the rest.

Overall, the earnings of Standard & Poor's 500 <.spx> companies are expected to decline 1.2 percent in the third quarter.

The disparity has emerged as S&P 500 companies suffer through their worst earnings season in three years. Just 37 percent of the 272 companies that have reported so far have exceeded revenue expectations - far short of the long-term average of 62 percent. By comparison, about 63 percent have exceeded earnings forecasts, just above the long-term average.

ULTRA-CAUTIOUS INVESTORS

That so many companies are falling short on revenues suggests cost-cutting will eventually run its course. A rebound in revenue in the fourth quarter "may be at risk in the absence of some improvement," Greg Harrison, Thomson Reuters corporate earnings research analyst, wrote on Friday.

It gets worse. So far there have been 37 earnings warnings for the fourth quarter and just 4 positive announcements - the worst ratio since Thomson Reuters started keeping data in 1996.

"The tone has gone from cautious in July to ultra-cautious in November," said Fred Dickson, chief market strategist at D.A. Davidson & Co in Lake Oswego, Oregon.

About 47 percent of S&P 500 sales come from abroad and a little over 14 percent from Europe, according to S&P data.

Europe has been repeatedly cited by companies as a reason for weak third-quarter results. Among the latest was Coca-Cola Enterprises , which said on Thursday weakness in Europe hurt results and said it was restructuring parts of its finance and sales operations.

Technology companies account for the bulk of the 39 companies with the most international sales. Among those that have already reported is International Business Machines which earlier this month posted a quarterly revenue miss and barely beat analyst expectations for earnings.

Like IBM, the biggest disappointments this reporting period have been on the revenue side. S&P 500 companies' revenue for the third quarter is expected to slip 0.6 percent from a year ago, Thomson Reuters data showed.

But for those 39 companies with the most international exposure, revenue is seen down 10.8 percent from a year ago. For the companies with the least, it's seen up 2.7 percent.

Smaller-capitalization companies are showing a similar profile.

"We have noticed that so far, small cap companies that are missing on revenues tend to have some international exposure (median international exposure of about 10 percent), while those who are beating on revenues tend to have domestic revenue biases," Credit Suisse analysts wrote in a research note this week.

During that flight, the third X-51A Waverider vehicle veered off course soon after separating from its carrier aircraft and crashed into the Pacific Ocean. Investigators have determined that one of the vehicle?s control fins inadvertently came unlocked, and are still trying to determine exactly why that happened, Charlie Brink, X-51A program manager for the Air Force Research Laboratory, said Oct. 24 during a media teleconference.

The failure investigation is expected to be completed by mid-December, Brink said.

The Waverider is designed to achieve speeds in excess of Mach 5 ? five times the speed of sound ? on the power of a supersonic combustion ramjet engine, also known as a scramjet. Boeing Defense, Space and Security of St. Louis built four X-51A vehicles under contract to the Air Force and Defense Research Projects Agency, but each of the three test flights to date has ended prematurely.

The Waverider vehicles are carried aloft by B-52 aircraft and after being released use solid-rocket boosters to achieve speeds approaching Mach 5. The solid-rocket motor is then jettisoned and the scramjet engine, built by Pratt & Whitney Rocketdyne of Canoga Park, Calif., takes over.

It was only during the first Waverider flight in May 2010 that the vehicle was able to make the full transition to scramjet-powered flight. The scramjet engine ignited and failed shortly thereafter during the second flight, and never got a chance to ignite during the third.

Brink said he expects the Air Force to conduct a follow-on program to ?mature scramjet engine technology? after the fourth X-51A flight but declined to discuss specifics.

Eli Lilly 3Q profit climbs 7 pct, revenue slides

INDIANAPOLIS (AP) ? Eli Lilly's third-quarter earnings climbed 7 percent, as a drop in expenses and a payment from a former partner helped offset an 11 percent slide in revenue, but it still fell short of expectations and shares edged lower in premarket trading.

The company has seen its revenue tumble since it lost U.S. patent protection last year for its all-time best seller, the antipsychotic Zyprexa. The drug once brought in more than $5 billion annually, but sales fell 68 percent in this year's third quarter to $374.5 million.

That and foreign exchange rates helped chop Lilly's revenue to $5.44 billion in the three months that ended Sept. 30, from $6.15 billion in last year's quarter.

It will lose patents protecting the antidepressant Cymbalta and the insulin Humalog next year. It has been planning for these expirations for several years now, and the company has set goals of recording at least $3 billion in annual net income and $20 billion in revenue through 2014.

The drugmaker said Wednesday it earned $1.33 billion, or $1.18 per share in this year's third quarter compared to $1.24 billion, or $1.11 per share, last year. Adjusted earnings were 79 cents per share, excluding a $787.8 million revenue-sharing payment from Amylin Pharmaceuticals that Lilly booked in the quarter..

Analysts expected earnings of 84 cents per share on $5.63 billion in revenue, according to FactSet. Analysts typically exclude one-time items from their earnings estimates.

The Indianapolis drugmaker also reaffirmed its earnings expectations for 2012.

Jefferies analyst Jeffrey Holford said that he expected Lilly to beat expectations and raise its 2012 forecast because the company had been pushing aggressive price increases for its drugs so far this year.

Company shares fell 2.6 percent, or $1.36, to $50.55 Wednesday before the opening bell.

Sales of Lilly's new top-selling drug, Cymbalta, climbed 16 percent to $1.24 billion in the quarter. But revenue from Lilly's third biggest seller, Humalog, fell 3 percent to $575.8 million. The drugmaker said U.S. sales were hurt because Humalog was removed this year from a list of drugs covered by a prescription plan.

Lilly's operating expenses fell 3 percent in the quarter, helped by an 8 percent drop in marketing, selling and administrative expenses to $1.76 billion.

The company has said it will cut costs, depend on sales in foreign markets and developing countries and develop new drugs to help replace the lost revenue. Shares of the drugmaker have climbed more than 20 percent since it first announced in late August that results from studies of its experimental Alzheimer's drug suggest it may modestly slow mental decline, especially in patients with mild cases of the disease.

On Wednesday, Eli Lilly and Co. reaffirmed its forecast for 2012 adjusted earnings of $3.30 to $3.40 per share on $21.8 billion to $22.8 billion in revenue.

Analysts expect, on average, earnings of $3.39 per share on $22.7 billion in revenue.

Retired Army nurse Carol Kelm served her country, community

Family, friends and fellow veterans will bid their final good-bye to retired U.S. Army Maj. Carol Kelm Saturday morning at Fairview Cemetery.

The Stillwater VFW Post No. 323 Honor Guard will conduct Kelm?s gravesite service with full military honors befitting a veteran who served her country as an Army nurse in three wars, made the military her career, rose to the highest rank a woman could reach in the Army when she served and was a VFW life member.

But Saturday?s service cannot adequately remember a woman with a fierce independent streak who gave back to her community for many years after her retirement.

?She lived alone. She never asked anybody for help,? said Kelm?s nephew, David Carlson.

Carlson moved back to Stillwater from Appleton, Wis., in 2010, in time to take care of his aunt, who was in poor health.

?It was a good thing that we did because that?s when she started to fail,? he said.

Kelm passed away Sept. 14 at age 97. She lived in her small lakeside home in Lake Elmo up to her death, Carlson said.

Carlson said his aunt was born and raised in Stillwater, graduating from Stillwater High School in 1935. Kelm went on to earn a teaching degree from Winona State Teachers College and teach physical education for five years, Carlson added.

World War II was raging when Kelm joined the Army in the mid-1940s, Carlson said.

?The Army sent her to nurses training at the Mayo Clinic in Rochester,? he said.

From Rochester, Kelm served as a nurse during the last days of World War II in 1945, Carlson said.

?When she was in Japan, she volunteered to treat victims of the atomic bombs,? Carlson said about his aunt.

The Army became Kelm?s career, Carlson said. His aunt served at military hospitals in Orleans, France; Osaka, Japan, and every major U.S. military hospital until retiring in 1966, Carlson said.

?Her military service spanned three wars, World War II, Korea and Vietnam,? he said.

Kelm returned to Lake Elmo, built a house on the city?s namesake lake and indulged in her love for fishing, Carlson said.

?Her first passion in life was fishing. Her most important day of the year was the opening of bass fishing,? he said

Carlson said Kelm would carry her outboard motor to her boat. When lugging an outboard motor became too hard, Kelm would bring oars to her boat, he added. Eventually, age forced Kelm to fish off her dock, he said.

Fishing wasn?t Kelm?s only interest, Carlson said. She hunted, traveled, climbed mountains, played baseball and basketball and bowled.

?She was an avid bowler. She bowled in Stillwater for years,? he said.

Kelm also gave back to the community by volunteering at local nursing homes as a physical therapist and speaking at schools.

?That was in the early years (of her retirement). She did that up into the ?90s,? Carlson said. ?She visited elementary schools and talked about the war and her travels.?

Kelm?s death leaves Carlson and his wife with a lot of memories of his aunt. That?s because he said Kelm left a house full of carefully labeled and organized slides of her travels.

?She documented everything,? he said.

And that might be a good thing, because Carlson said his aunt?s passing marks the end of her family?s lineage in the Valley.

?She is the last of the Kelm family,? he said.

The service is 11 a.m. Saturday just south of the main flagpole at Fairview Cemetery in Stillwater. The family invites all who wish to attend.

Spain's central bank says Q3 GDP shrank 0.4 pct

MADRID (AP) ? Spain's economy continued to shrink in the third quarter, contracting by 0.4 percent compared with the previous three months, according to central bank estimates Tuesday that will increase pressure on Prime Minister Mariano Rajoy to seek financial help from Europe.

This is the fifth quarter in a row that Spain's economic output has contracted. The economy also shrank by 0.4 percent in the second quarter and 0.3 percent in the first quarter and is forecast to show a 1.5 percent fall this year and 0.5 percent in 2013.

Earlier this month, the International Monetary Fund forecast that Spain's economy would contract 1.3 percent next year, more than double the government's prediction.

The central bank's figure is an estimate. Official figures are due to be released by the National Statistics Institute on Oct. 30.

The bank said consumer demand fell by 1. 2 percent ? although the decline eased a little in the third quarter due to increased spending ahead of a sales tax increase on Sept. 1.

Spain is in its second recession in three years with near 25 percent unemployment. The country is one of the focal points in Europe's financial crisis: if Spain defaults on its debts or needs a full-blown bailout, the finances ? and credibility? of the 17-country group that uses the euro could be stretched to breaking point.

In September the European Central Bank said it was prepared to buy unlimited amounts of bonds in countries struggling with their debts. This has helped the country by pushing its borrowing costs lower. But Rajoy has held off triggering the actual purchases.

The government has introduced austerity measures and financial and labor reforms to convince investors it is getting a grip on its accounts. The measures have led to many strikes and protests and the country faces its second general strike in a year Nov. 14.

Several thousand people are expected to take part in a demonstration later Tuesday outside Parliament as lawmakers debate budget spending cuts for 2013. Two similar protests are planned for Thursday and Saturday.

Speaking at the start of the debate, Finance Minister Cristobal Montoro said the draft budget "aimed to combat the crisis," adding that it was a budget that would make "2013 the last year of recession for Spain."

The government is battling to reduce its bloated deficit to from 8.9 percent of GDP last year to 6.3 percent in 2012 and 4.5 percent next year.

Montoro said that under the 2012 budget, the central government's deficit through September was 3.9 percent of GDP, very close to the targeted 4.5 percent demanded by the European Union for the year.

When counting the heavy debts of the regional governments, Spain's overall target is for a deficit of 6.3 percent of GDP. To achieve that, the regions must aim for a deficit of 1.5 percent of their economic output this year.

However, the Bank of Spain warned Tuesday that although many of the government's measures have yet to have an effect on the deficit, more austerity may be needed to reach the year-end target.

Earlier in the day, the Treasury sold ?3.53 billion ($4.61 billion) in three- and six-month bills as investors continued to express their concern over Spain's ability to manage its finances.

The Treasury sold ?967 million in three-month bills with the average interest rate at 1.42 percent, up from 1.20 percent in the last such auction Sept. 25.

It sold ?2.56 billion in six-month bills on a yield of 2.02 percent, down from 2.21 percent Sept. 25.

Demand was more than four times the amount offered in the three-month category and almost double in the longer-term bills.
