GDP contracts on tepid inventories, government spending drops

WASHINGTON (Reuters) - The economy unexpectedly contracted in the fourth quarter, suffering its first decline since the recession ended more than three years ago as businesses scaled back on restocking and government spending plunged.

Gross domestic product fell at a 0.1 percent annual rate after growing at a 3.1 percent clip in the third quarter, the Commerce Department said on Wednesday.

That was the worst performance since the second quarter of 2009 and showed the economy entering the new year with no momentum, but economists cautioned against reading too much into the decline in output.

"You got a combination of inventories and defense which are taking more than 2 percentage points off the growth rate," said Nigel Gault, chief U.S. economist at IHS Global Insight in Lexington, Massachusetts. "This is not an indicator of recession."

Still, the contraction, coming against a backdrop of tightening fiscal policy, could create an urgency for policymakers to deal with outstanding budget issues.

Economists polled by Reuters had expected output to increase at a 1.1 percent rate. None of the economists surveyed had predicted a contraction.

A pick-up in consumer spending and a rebound in business investment curbed the slide in output and offered some hope for the recovery, which will be severely tested as Washington tightens its belt.

A second report showed private employers stepped up hiring in January, suggesting an improvement in the labor market. An increase in job gains could help the economy to weather the headwinds in the first half of the year.

The ADP National Employment Report showed private payrolls rose 192,000 in January after increasing 185,000 in December.

U.S. Treasury debt prices rallied on the GDP number, while the dollar fell. Stock futures extended losses.

The data were published as officials at the Federal Reserve wrap-up a two-day meeting. The report will likely provide ammunition for officials at the U.S. central bank to stay on their ultra-accommodative policy stance.

Economists say a growth pace in excess of 3 percent would be needed over a sustained period to significantly lower high unemployment. The economy has struggled to hold above a 2 percent growth pace.

For the whole of 2012 the economy grew 2.2 percent.

The economy was slammed by a monster storm in late October, which caused extensive damage along the East Coast, which was expected to have cut around 0.5 percentage point off fourth-quarter growth.

The recovery also had to deal with uncertainty over the so-called fiscal cliff of scheduled tax hikes and budget cuts, which hurt confidence even though data suggests that households and businesses largely shrugged off the worries.

SOME BRIGHT SIGNS

Businesses, caught with too much inventory in their warehouses in the third quarter, slowed their stock building in the final three months of the year.

That slowdown sliced 1.27 percentage points from fourth-quarter GDP growth. That was the biggest drag in two years. Excluding inventories, the economy grew at a 1.1 percent rate, slowing from the third quarter's 2.4 percent.

Government spending tumbled at a 6.6 percent rate, as defense outlays plunged at a 22.2 percent pace, wiping out the previous quarter's gains. Government subtracted 1.33 percentage points form growth. The decline in defense spending was the largest since 1972.

Export weakness also weighed on growth. Exports have been hampered by a recession in Europe, a cooling Chinese economy and storm and strike-related port disruptions. Overall trade cut a quarter of a percentage point from GDP growth. Exports fell for the first time since the first quarter of 2009.

But not all the details in the report were bleak.

Importantly, consumer and business spending showed some strength, and income available to households after taxes and inflation increased substantially in the fourth quarter.

In addition, the saving rate increased to 4.7 percent from 3.6 percent in the third quarter, which should support future spending.

Consumer spending, which accounts for more than two-thirds of economic activity, rose at a 2.2 percent rate, accelerating from the prior quarter's 1.6 percent growth pace.

Business investment rebounded after its first drop in 1-1/2 years in the prior quarter. The housing market was another bright spot. Residential construction grew at a 15.3 percent rate after notching a 13.5 percent growth pace in the third quarter.

Homebuilding added to growth last year for the first time since 2005.

Cool, new views of Andromeda galaxy

Jan. 28, 2013 ? Two new eye-catching views from the Herschel space observatory are fit for a princess. They show the elegant spiral galaxy Andromeda, named after the mythical Greek princess known for her beauty.

The Andromeda galaxy, also known as Messier 31, lies 2 million light-years away, and is the closest large galaxy to our own Milky Way. It is estimated to have up to one trillion stars, whereas the Milky Way contains hundreds of billions. Recent evidence suggests Andromeda's overall mass may in fact be less than the mass of the Milky Way, when dark matter is included.

Herschel, a European Space Agency mission with important NASA contributions, sees the longer-wavelength infrared light from the galaxy, revealing its rings of cool dust. Some of this dust is the very coldest in the galaxy -- only a few tens of degrees above absolute zero.

In both views, warmer dust is highlighted in the central regions by different colors. New stars are being born in this central, crowded hub, and throughout the galaxy's rings in dusty knots. Spokes of dust can also be seen between the rings.

One view, seen at http://www.jpl.nasa.gov/spaceimages/details.php?id=PIA16682 , is a mosaic of data from Herschel's Photodetecting Array Camera and Spectrometer (PACS) and spectral and photometric imaging receiver (SPIRE).

The second view, seen at http://www.jpl.nasa.gov/spaceimages/details.php?id=PIA16681 , shows data from only the SPIRE instrument, which captures the longest of wavelengths detectable by Herschel.

Herschel is a European Space Agency cornerstone mission, with science instruments provided by consortia of European institutes and with important participation by NASA. NASA's Herschel Project Office is based at NASA's Jet Propulsion Laboratory, Pasadena, Calif. JPL contributed mission-enabling technology for two of Herschel's three science instruments. The NASA Herschel Science Center, part of the Infrared Processing and Analysis Center at the California Institute of Technology in Pasadena, supports the United States astronomical community. Caltech manages JPL for NASA.

Inventories, trade seen hobbling fourth-quarter GDP

WASHINGTON (Reuters) - Less restocking by businesses and weaker global demand likely held back economic growth in the fourth quarter but consumer spending probably picked up to help keep the recovery intact.

Gross domestic product probably grew at a 1.1 percent annual rate, a step down from the third quarter's brisk 3.1 percent pace, according to a Reuters poll of economists. That would be the slowest growth rate in nearly two years.

"The recovery is expected to have ground to a near halt in the fourth quarter mostly due to the unfavorable global environment and a slowdown in inventory accumulation," said Millan Mulraine, a senior economist at TD Securities in New York.

The Commerce Department will release the fourth-quarter GDP report on Wednesday at 8:30 a.m (1330 GMT).

Despite the anticipated overall weak GDP figure, consumer and business spending are expected to show surprising resilience, given that the economy was on the brink of a so-called fiscal cliff, underscoring some fundamental strength in the economy.

The government lessened the blow the recovery would have taken from the $600 billion "cliff" of scheduled government spending cuts and tax hikes, but taxes still went up for many Americans and the spending cuts were only deferred.

Peter D'Antonio, an economist at Citigroup in New York, said signs domestic demand was well maintained "implies the economy will be able to withstand the hit from a new fiscal drag."

Tepid demand in the third quarter left businesses with unwanted stock in their warehouses and little incentive to accumulate more inventory in the final three months of the year.

Economists estimate that a slowdown in inventory accumulation could slash as much as a full percentage point from fourth-quarter GDP growth. Inventories added almost three-quarters of a percentage point in the July-September period.

With data available so far showing a decline in exports in the fourth quarter, trade will weigh on growth. Export growth has been hampered by a recession in much of debt-stricken Europe and a cooling Chinese economy.

Economists expect trade will subtract at least 0.3 percentage point from fourth-quarter GDP growth.

DEFENSE TO WEIGH ON GROWTH

Another drag to growth is expected to come from government spending, where defense outlays are seen reversing the prior quarter's robust growth. Government spending is seen contracting at a pace of at least 3 percent after expanding 3.9 percent.

A huge storm that struck the East Coast in late October is expected to have proved a further weight on output.

Elsewhere, details of the report should be fairly encouraging. Consumer spending, which accounts for more than two-thirds of U.S. economic activity, is expected to have accelerated from the prior quarter's 1.6 percent growth pace.

A rebound in business investment is expected after outlays fell in the third quarter for the first time in 1-1/2 years.

"None of these developments suggest a worrisome weakening in U.S. fundamentals," said Omair Sharif, an economist at RBS in Stamford, Connecticut.

A measure of underlying domestic demand, which excludes inventories and trade, is expected to have quickened a bit from the third quarter's 1.9 percent rate.

But consumer spending could come under pressure in the first half of this year given that Congress let a temporary payroll tax cut expire at the end of 2012.

Businesses could also pull back given uncertainty over how deeply Washington may cut spending and the likelihood of a protracted fight over raising the nation's debt ceiling.

"Assuming Washington does not derail the economy, we do see a pick-up in the pace of growth in the second half of the year led by the private sector on strengthening consumption, housing and released pent-up demand of capital expenditures," said Sam Bullard, a senior economist at Wells Fargo Securities in Charlotte, North Carolina.

The housing market was another bright spot during the fourth quarter. Investment in residential construction is expected to have gained momentum after notching a 13.5 percent pace in the third quarter.

Homebuilding is expected to have added to growth last year for the first time since 2005 and its continued recovery should help ensure the economy remains on a modest growth path despite headwinds.

Ben Shapiro: Boston Celtics: Will Rajon Rondo's Injury End the Team's Playoff Hopes?

Of all the players on the Boston Celtics, Rajon Rondo was probably the most irreplaceable talent.

That's doesn't matter anymore.

Sunday afternoon the Boston Celtics tweeted the bad news that Rajon Rondo, the team's All-Star point guard -- and one the NBA's best all around basketball players -- has suffered a torn anterior cruciate ligament and will miss the remainder of the 2012-13 season.

For a Celtics team that had struggled all season to work new players into their system, and get consistent play from their aging veterans the news could not be worse.

Now Boston must face some very tough choices.

Are the Celtics prepared to try and trade for a point guard to fill in for the remainder of the season? Can Avery Bradley, a player known mainly for his defense fill-in at the point guard position?

The Celtics could also decide to shop veteran small forward Paul Pierce. Pierce can become a free agent following this season's conclusion. Now in his 15th season as a Celtic. He is the franchise's second all-time leading scorer. Dealing Pierce was signal the end of an era in Boston.

Ken Berger of CBS Sports has already suggested that Pierce could be traded to Memphis in exchange for Rudy Gay.

There is little chance the Celtics will find an adequate replacement for Rondo, whose 11.1 assists per game lead the NBA.

Avery Bradley figures to receive the bulk of minutes at point guard in the short-term. Bradley doesn't have much experience running the point, but he's a stellar defender and great athlete.

It was Bradley's emergence that forced veteran Ray Allen out of the starting lineup last spring.

Now Celtics Head Coach Doc Rivers will turn to Bradley again, and this time the challenge will be even more daunting.

Can Bradley handle the increased pressure of defending opposing point guards during a time of unprecedented depth and talent in the NBA at the position?

Can Bradley efficiently distribute the ball to a Celtics roster that features two future hall of fame players in Paul Pierce and Kevin Garnett, veterans Jason Terry and Courtney Lee and young players such as Jeff Green and rookie Jared Sullinger?

With the Celtics' playoff status already in a precarious position, there will be plenty of people who will suggest the Celtics basically give-up on this season.

When head coach Doc Rivers was asked by Yahoo Sports Adrian Wojnarowski about writing-off this season following the news of Rondo's injury, he responded that he wasn't ready to do that.

"You can write the obituary, but I'm not."

WIth a roster that has young talent and veteran leadership, as well as one of the NBA's more accomplished head coaches, the Celtics aren't ready to turn the page on the 2012-13 season. Replacing Rondo will be next to impossible, but the team is determined to make an effort.

That was apparent on Sunday afternoon when the Rondo-less Celtics knocked off the defending NBA Champion Miami Heat in a double-overtime thriller in Boston.

How much momentum the Celtics can take from Sunday afternoon's win is a big question. The win snapped a six-game losing steak and featured a triple-double from Paul Pierce, but the real test is yet to come.

There are 38 games remaining in the regular season and the Celtics will need to play better basketball without Rajon Rondo than they were playing with the All-Star point guard. That's not going to be easy.

Iranian workers demand South Korea 'return' funds

(AP) ? About 1,000 Iranian workers have staged a protest rally in front of the South Korean Embassy in Tehran demanding the return of $70 million allegedly held by Seoul after a collapsed business deal.

Employees of Iran's Entekhab Industrial Group claim South Korea has blocked a refund of the money after a failed bid in 2010 to buy Daewoo Electronics, a former subsidiary of the now-defunct Daewoo Group.

Iranians believe the deal was called off because of South Korean worries over mounting international sanctions against Iran over its nuclear program.

"Return our money," the protesters shouted Sunday in the third such rally in recent months.

Daewoo officials were not immediately available for comment.

Entekhab produces home appliances in Isfahan, about 300 kilometers (180 miles) south of Tehran.

Getting APCAC members the ability to obtain an APEC Business Travel Card (ABTC) from the U.S. government has been one of our key priorities over the past couple of years. Access to business travel cards will significantly enhance business travel, investment, and trade opportunities for U.S. citizens in the rapidly growing economies in the APEC region.

APCAC, and many chambers individually, have been at the forefront in working with the Congress to ensure passage of legislation that would grant the Department of Homeland Security the authority to issue these cards. This support led to the passage of the legislation signed by President Obama at the APEC summit in Honolulu in late 2011.

Unfortunately, despite the Administration?s focus on the region and the passage of the legislation over a year ago, our U.S. citizen members and all American businesspeople are not yet able to fully enjoy reciprocal rights as US Customs and Border Protection (CBP) has not yet established a mechanism to issue the ABTC to eligible U.S. citizens doing business in the APEC region

Since passage of the legislation, APCAC has been working with key members of Congress to urge that the implementing regulations be issued. This was a key message during our Washington Door Knock in June 2012, and our Washington representatives, BGR Group, have been engaged on our behalf pushing this issue.

In December 2012, APCAC wrote to Senator Maria Cantwell and other key members of Congress asking for their continued support and action. We requested that, at the very latest, the ABTC should be up and running by the time of the 2013 APEC Summit in Indonesia.

In response to our letter, and with follow-up from BGR Group, Senator Maria Cantwell?s?(D, WA) staff, along with staffs from Senators Mazie Hirona and Brian Shatz of Hawaii and Congressman John Larsen from Connecticut, met last week with representatives from US Customs and Border Protection of the Department of Homeland Security.? Congressional staff were assured by the CPB that they are planning a full implementation of the ABTC legislation by April or May of this year. It will be part of the Global Entry Trusted Traveler Program with an additional fee of no more than $100. CBP also pledged a one-week turnaround from the time they confirm receipt of an application and the issuance of the new card. Citizens not already part of the Global Entry Trusted Traveler?will need to apply for both programs.

APCAC will remain engaged on this issue to ensure our goals are met. We will discuss this at our upcoming Business Summit in Taipei March 21-22, as well as at our Washington Door Knock June 9-12. I urge you and your members to participate in these important APCAC events. I will keep you informed of our efforts, as well as the continued support that individual chambers can provide.

French take airport in Mali Islamist stronghold

KONNA, Mali - French forces in Mali have seized the airport and the bridge over the Niger River at the Islamist rebel-held stronghold of Gao, the French Defence Ministry said Saturday.

French and Malian forces have advanced rapidly against Islamist militant fighters holding the Saharan north of the West African state after France intervened earlier this month at the request of the Malian government.

On Friday, al-Qaida-allied fighters were forced to pull back under relentless French air strikes and the town of Hombori, about 100miles southwest of Gao, was recaptured.

French and Malian troops have been pushing forward on either side of the Niger River, securing several farming towns recaptured over the last week.

Gao, with the other Saharan desert towns of Timbuktu and Kidal, has been occupied since last year by an Islamist alliance that includes AQIM, the north African franchise of al-Qaida.

Mali's national radio said Hombori's inhabitants turned out to cheer the government soldiers.

Western and African leaders say the U.N.-backed intervention in Mali is necessary to stop the country's north - a vast, lawless tract of desert and mountains that juts into the Sahara - from becoming a safe haven for radical Islamist jihadists seeking to launch international attacks.

A Malian officer and residents living in the area south of Gao reported Thursday that the militants had blown up a bridge at Tassiga, south of Ansongo, on the road following the Niger River down to Niger.

Two civilians were reported killed when their vehicle drove off the destroyed bridge, the same sources said.?

Feds: Disabled students must have sports

The feds are ordering schools across the country to make "reasonable" changes to sports programs so that disabled students can play ? or else create separate teams for them.

The new guidance from the Education Department issued Friday was hailed by advocates for the disabled but denounced by a conservative think-tank that said it could cost big bucks for cash-strapped schools.


"We think it?s huge and historic. In my opinion it could have the same effect, if properly implemented, as Title IX did for women," said Kirk Bauer, executive director of Disabled Sports USA.

Title IX required schools to offer girls and boys the same athletic opportunities and resulted in a huge uptick in female participation in school sports after it took effect 40 years ago.

The new order from the Education Department says athletics is also a civil right for the disabled and schools that don?t protect it could lose federal funding.

Under the latest rules, schools must tweak traditional programs to give qualified disabled students a shot at playing as long as they can do it without fundamentally changing the sport or giving anyone an advantage.

For instance, a visual aid instead of a starter pistol for the deaf runner would be easy to implement, while adding a fifth base to a baseball field to shorten running distances would be considered too big a change.

If alterations to a traditional team?aren't?feasible, schools must create a sports program that is open to disabled students, the order says. If there?aren't?enough students, schools should seek to create district-wide, regional or mixed-gender programs.

That part of the directive could be a huge financial burden, said Mike Petrilli, executive vice president of the Thomas B. Fordham Institute, a right-leaning educational research nonprofit.

?I?m sympathetic to the idea that kids with disabilities should be able to play sports, but this is an incredible example of executive overreach and a huge unfunded mandate,? Petrilli said.

?It?s not clear how far schools have to go. Is wheelchair basketball enough or do they need to have wheelchair tennis and other sports, too??

Bauer said such concerns are off-base, ?that schools will not be asked to have a disabled counterpart for every sport.

?It?s not going to be across the board,? he said. ?Maybe football is not the sport that is going to be integrated.?

The letter from the feds gives some examples of ways schools can be creative but it does not spell out everything.

Casey Followay, 15, of Wooster, Ohio, who races in a wheelchair alone on his track team, hopes the policy will allow him to go up against runners. ?It?s going to give me the chance to compete against kids at my level,? he told the Associated Press.

Lindsay Jones of the Council for Exceptional Children said that since disabilities are so individualized, the response to them needs to be, as well.

?I do thing you?re going to see some case-by-case lawsuits,? she said.

Ron Ingram, a spokesman for the Alabama High School Athletic Association, said he did not expect enormous changes at the school level in his state.

?We already have gone to great lengths to include students with disabilities in a way that it is not detrimental to the fundamental concept of the contest,? he said, pointing to a wrestler with no legs who racked up a 36-14 record in his senior year competing on a traditional team.

He said a wheelchair division at the state track-and-field championships has been a ?disappointment,? with not much interest. ?A majority of our special-needs students would prefer to compete in the Special Olympics,? he said.

?I think, based on what I?ve read so far, the biggest impact will just remind us all that we do need to go to great lengths to make sure all our students athletes are not discriminated against,? Ingram said.

Morning Markets January 24 - Business Insider

UPDATE:

What's interesting is that markets have mostly recovered from earlier, when things were in the red.

Apple will be a big drag on the NASDAQ today, and the S&P to some extent.

But markets are mostly ho-hom at this point, and Europe has gone from red to slightly positive.

EARLIER: The big story today, obviously, will be the Apple earnings debacle, which caused the stock to fall more than 10% after hours last night.

NASDAQ futures are going to get hammered, as the stock has such a big weighting in that index.

The question is whether Apple spreads elsewhere.

There may not be much of a reason to worry, as Apple went from $700 to $500, while the overall market made new high after new high.

Europe is down modestly across the board. Italy, for example, is down 0.35%.

Asia had a big night after China's Flash PMI hit a 24-month high.

Online gaming could be last chance of AC recovery

  • On the desk of NJ Gov. Chris Christie, sits legislation that would open online gaming throughout the state. Working profusely to make it this far, lawmakers sit back and wait in anticipation of the governor?s decision, in what analysts suggest is the last chance of revival for the Gambling Capital of the East Coast.

    New Jersey Gov. ChristieWhen New Jersey?s 40-seat Senate passed the measure in December, Christie did not indicate his inclination toward the revised plan. Critics say that online gaming will heighten gambling addiction, competition for the horseracing industry and eliminate casino jobs. However, gaming analysts contest that it would revive the whole area, boosting business and tourism as part of a long-term plan of revival in the state.

    Wells Fargo analyst, Dennis Farrell estimates that online gambling would boost AC gaming revenues by $650m to $850m in its first year. He rejected the notion that online betting would cause a detrimental affect to the casino industry.

    ?Opponents of the bill believe online gaming will lead to job losses at brick-and-mortar casinos,? Farrell wrote in a report on the bill, ?We beg to differ, as we believe online gaming sites operated by state operators will lead to job creation and drive visitation to Atlantic City.?

    The gaming industry has been in steep decline since 2006 and overtaken by Pennsylvania in terms of gaming revenue last year, analysts fear the market could continue to slip as more casinos open in neighbouring states. As well a fresh tax stream, analysts suggest that opening the market at this stage will have an advantage to potentially run operations in neighbouring states late to the game.

    Under the measure, online casinos would be available to players state-wide and be operated by casino companies doing business in Atlantic City. To stay competitive with Nevada?s 7 percent gambling tax, the legislation proposes a 10 percent rate to help entice internet gaming companies to setup in the state. Legalised sports betting signed into law last year could also stir increased interest of gaming in the state.

    ?In our opinion, this is one of the last chances the governor has to provide a lifeline to Atlantic City casinos,? suggested Farrell, ?The size of the online market could be almost half of the existing New Jersey gaming market?s revenue.? This would result in an additional $1.5bn in casino revenue and $150m in new tax revenue each year.

    Casino companies would have an instant competitive advantage over neighbouring states, such as Pennsylvania and Maryland, which have been siphoning its customers over the last several years. Domestic brands such as Caesars, Golden Nugget and Bally?s could cross-market their offerings whilst promoting their land-based venues through increased brand presence online.

    Christie vetoed a similar law in 2011, but it has since undergone a series of amendments. Reforms made to the bill would prevent advertising and limits only Atlantic City casino businesses to offer online gaming. This resolves the governor?s concerns over a rise of unlicensed operations appearing in the state.

    Drunk Driving Is Now Could Be Legal In Parts Of Ireland Because Irish Country People Are LonelyYou guys know what's great? Driving! You know what else is great? Drinking! But they should never be done together. That's just dangerous, irresponsible, and also illegal.

    Unless you live in County Kerry, Ireland, where the county's council this week voted to allow rural drivers to legally operate vehicles under the influence of alcohol, ABC News reports. We all know the Irish put everyone else in the world to shame with their partying skills, but this is a new high. Or low, depending on your perspective.

    ABC News says that the council voted 5-3 with 12 absent and 7 abstaining (side note: Twelve council members didn't show up and seven others abstained from voting? What the fuck kind of local government is this?) to issue permits that allow people to consume two or three drinks and still drive home, if they live in rural areas and take country roads home. The country's Justice Minister will have to implement the changes.

    The bill was introduced by a council member who also owns a pub and argued that intoxicated drivers in rural areas have never killed anyone. (What about themselves, though?) Another added benefit, he argues, is that people out in the country will be less lonely this way. Awwww. Here's what he told an Irish newspaper:

    "A lot of these people are living in isolated rural areas where there's no public transport of any kind, and they end up at home looking at the four walls, night in and night out, because they don't want to take the risk of losing their license," Healy-Rae told TheJournal.ie.

    Maybe this makes me a prudish, Puritanical American, but I think this has bad idea written all over it. I wouldn't want to be out on those roads if I knew intoxicated people were driving on them with no consequences. Also, the ABC story notes that tougher drunk driving laws in Ireland have actually cut down the number of traffic fatalities by 56 percent in recent years.

    Oh well. As long as people aren't lonely, I guess drunk driving is okay.

    UPDATE: As many commenters point out, the law still has to be approved/created by a justice minister who will of course not approve it.

    The mood among mission controllers was subdued. Scientists at the National Aeronautics and Space Administration's Jet Propulsion Laboratory (JPL), in the foothills of southern California's San Gabriel Mountains, were worried about the landing of their spacecraft on Mars.

    With good reason.

    Three months earlier, in September 1999, the Mars Climate Orbiter had arrived at the red planet, only to burn up in the atmosphere instead of taking up its intended orbit. Now, on Dec. 3, NASA officials were nervous about the fate of the Mars Polar Lander as it approached the planet, even though they had taken all the precautions they could to prevent a similar mishap.

    "The tension was palpable," recalls Scott Hubbard, then a deputy director at NASA's Ames Research Center Laboratory, who was at the event. "Everyone was on edge."

    Their anxiety turned out to be prophetic. When the $110 million lander finally touched down on the planet, it did so with all the subtlety of Wile E. Coyote's anvil falling off the cliff. Investigators later posited that the most likely cause was a bogus "I've landed" signal sent to the computerized flight-control system when, in fact, the lander was still 131 feet up. It had deployed its legs as planned. But that triggered an errant signal that caused the landing rockets to shut down prematurely, leaving the craft to crash into Mars at about 50 miles per hour. Controllers were never able to make contact with the lander or the two probes it ferried.

    The debacle marked a low point in NASA's decades-old quest to explore Mars. The loss of the lander was the third failure in six years. In the 13 years since, however, the effort has undergone a remarkable turnaround. The agency has overseen the most comprehensive, systematic ? and successful ? effort to investigate another planet since the dawn of the Space Age. A string of six triumphant orbiters, landers, and rovers has helped unlock mysteries about a planet that has captivated humans since the Babylonians.

    Now, as the most sophisticated rover humans have ever sent into the cosmos inches its way along the planet's ruddy surface, mankind may be reaching a hinge moment in the study of Mars. Curiosity's slow journey across Gale Crater marks a shift from tracing the history of water on Mars to focusing on efforts that could help answer a question humans have been asking since Dutch astronomer Christiaan Huygens drew up the first practical sketches of the planet in the mid-1600s: Did Mars ever host life?

    Curiosity's landing alone was euphoric for NASA: Its soft touchdown in August, at the end of a "sky crane" tether, heralded a new era of precision landings that was watched by millions around the world, creating a triumphant moment for an often-beleaguered space agency.

    Centimeter by centimeter, Curiosity is hunting for evidence that Gale, a desiccated ding in the planet's surface with a central peak towering 18,000 feet above the crater floor, may have harbored conditions that permitted primitive life to exist early in Mars' history. But that's just one spot on the planet ? akin to trying to figure out the biological history of Earth by landing solely in rural Chile (which scientists often use as a stand-in for Mars).

    Political stakes high as Clinton testifies on Benghazi

    The political stakes will be high Wednesday morning when Secretary of State Hillary Clinton testifies before the Senate Foreign Relations Committee about her role in the events leading up to the September attack on a U.S. diplomatic facility in Benghazi, Libya, that resulted in the killing of Ambassador Chris Stevens and three other Americans.

    The stakes will also be high for a Republican member of the committee, Sen. Marco Rubio of Florida, whom some pundits see as a possible presidential candidate in 2016. It will be a rare instance when one potential White House hopeful gets an opportunity to interrogate a potential rival from the opposing party. Clinton herself is thought to be a strong contender for the Democratic nomination, should she chose to throw her hat into the ring.

    Rubio said Tuesday that he hoped Clinton?s testimony would shed light on ?the decision-making process in terms of the amount of security that was at the consulate. She has a unique insight that no one else in the State Department can offer, so we look forward to hearing about that.??

    Last month, a report issued by the Accountability Review Board (appointed by Clinton to investigate the attack) blamed State Department officials for ?systemic failures and leadership and management deficiencies? that led to protection for the Benghazi facility that was ?grossly inadequate to deal with the attack that took place.?

    Rubio said Tuesday that one aspect of the report that bothered him was ?how much blame was put on lower-level officials in the State Department when in fact this (Benghazi) is a high-profile assignment, a high-profile installation, where we should have been aware of some of the security risks that existed.?

    In an interview last October, Clinton said, ?I take responsibility. I?m in charge of the State Department, 60,000-plus people all over the world, 275 posts. The president and the vice president certainly wouldn?t be knowledgeable about specific decisions that are made by security professionals.?

    'Political charade'
    The furor over the Benghazi attack has already helped derail one possible nominee to replace Clinton at the State Department, United Nations Ambassador Susan Rice, whom Republicans assailed for using administration talking points that portrayed the incident as a spontaneous response to an inflammatory anti-Islamic video.

    Asked whether there was any way that Wednesday?s hearing could not become a political event or spectacle, Rubio responded, ?Everyone here takes their job seriously. We understand that everyone involved cared for and highly valued the people whose lives were lost. But mistakes were made and it?s important to understand why they were made and how they were made so that they?re never made again.?

    A newly elected Democratic member of the Foreign Relations Committee, Sen. Chris Murphy of Connecticut, said Tuesday, ?My perspective is looking forward. There were resource pressures on the State Department to make decisions on security and we need to be able to have the ammunition to make the case here to increase their budget.?

    Murphy said he did not see the question of whether Clinton was personally responsible for lapses in security at the Benghazi facility as the central issue in the hearing. ?The decisions that were made (regarding security in Benghazi) clearly didn?t reach Secretary Clinton?s desk and I want her thoughts on how we make sure this doesn?t happen again,? the Connecticut Democrat said.

    Murphy, who served three terms in the House before winning a Senate seat, criticized Republicans on the House Oversight Committee for politicizing the Benghazi attack and for running a Benghazi hearing last year that he called ?a debacle, a political charade. I?m hopeful that tomorrow?s hearing won?t be the same.?

    Stockpiled weapons?
    One senator not on the Foreign Affairs Committee but who has led the call for the Obama administration to be more forthcoming about the attack, Sen. Kelly Ayotte, R-N.H., said she hoped to find out from Clinton?s testimony what Clinton was told about security threats to the U.S. facility and what she was told about prior attacks on the facility. She asked, ?Does she believe in the characterization that the security was substantial and significant? That was the characterization that Ambassador Rice gave to the nation. And what conversations did she have with the president about securing the consulate??

    Ayotte?made the connection Tuesday between the turmoil in Libya ? in which jihadists seized weapons stockpiles that had been amassed by the regime of toppled dictator Moammar Gadhafi ? and the danger of a similar outcome in Syria, where the security of the Assad regime?s chemical weapons stockpiles is doubt.

    Ayotte, a member of a bipartisan Senate delegation that just returned from the Middle East, said, ?We have seen the lesson learned, for example, in Libya.?

    She said on the Senate delegation?s trip, ?We heard in Egypt about weapons from Libya being shipped to the Sinai from Libya. There are reports that there may be connections between weapons from Libya and the (hostage taking) incident in Algeria (in which 37 were killed). We heard from leaders in the Middle East that these weapons are going throughout the Middle East from Libya. We?ve heard concerns about weapons (from Libya) getting the wrong hands?. When you don?t secure weapons and they get in the wrong hands, you put tools in the hands of terrorists.?

    A theme from Rubio and other Republicans has been the Obama administration got engaged ?too late? and ?not decisively enough? in Libya, allowing chaos to prevail in some of the country. ?The reason why there are all these multiple militias in Libya is because this was a protracted conflict that created the opportunity and the space for these militias to form ? similar to what we?re seeing now in Syria,? Rubio said after a Dec. 20 Foreign Relations Committee hearing.

The whole key for you to be able to invest in foreclosures at this stage is to act quickly by approaching the beneficiary (lender), the same day of the sale, before he turns the property over to a real estate agent for resale.     As a general rule, when a property has a lot of equity you should approach the owner during the pre-foreclosure or default stage with an offer. It?s in his interest to accept an offer of a few thousand dollars to get out before losing everything at the foreclosure sale. When a property has little or no equity, you simply step back, be patient and wait for the trustee?s sale at auction. The trustee?s sale will wipe off all previous liens, creating equity. Second, it is critical that you know how much time the owner has left. Third, you should always find out all the trust deeds (loans) that are against the property so that you can establish the lowest possible price to offer. You should have some way of getting these three elements researched as completely as possible on every property giving, so that you get all the most important information that any buyer can have.     AMD hires chip veterans, diversifies beyond PCs

    SAN FRANCISCO (Reuters) - Advanced Micro Devices Inc has hired two senior engineers with experience at Qualcomm Inc and Apple Inc, its latest high-level recruitments as it diversifies beyond a slowing personal computer industry, sources close to the chipmaker said.

    Charles Matar, with expertise in low-power and embedded chip design, joined as AMD's vice president of System-on-Chip Development, two sources said. Matar most recently worked at Qualcomm.

    Wayne Meretsky, who has worked at Apple on processors used in the iPad and iPhone, was named vice president, software IP development, they said. Meretsky will lead software developments for AMD's chips.

    AMD spokesman Drew Prairie also confirmed that AMD hired the two engineers to help the chipmaker expand into new markets, but he did not provide details.

    AMD depends on the PC industry for about 80 percent of its revenue. With sales in that business falling due to a growing preference for smartphones and tablets, the company is rushing to expand into new markets for its chip processors and graphics technology.

    One of Silicon Valley's oldest chipmakers, AMD has experienced major changes in its lineup of executives and senior engineers since Chief Executive Rory Read moved over from PC maker Lenovo in 2011 promising to make the struggling chipmaker more efficient.

    In October, AMD announced it was laying off 15 percent of its workforce, its second round of job cuts in less than a year.

    Matar and Meretsky both worked at AMD earlier in their careers. Their return follows chip guru Jim Keller, who joined AMD as chief architect in August last year.

    Keller was previously a director at Apple in charge of designing mobile processors used in the iPad and iPhone.

    Sunnyvale, California-based AMD hopes to increase sales in markets such as communications, microservers, digital signs and stripped down "thin client" computers. It wants those non-PC markets to account for as much as 50 percent of its revenue within three or four years.

    Matar will focus on designing SoCs, or "system on a chips", which integrate several features found on a computer into a single piece of silicon. The technology is widely used in smartphones, tablets and embedded devices.

    The chipmaker plans to ship a new low power processor, codenamed Temash, for tablets and hybrid laptops running Microsoft's Windows 8 platform in the first half of this year.

    Its Kabini laptop processor, also planned for early 2013, will have 50 percent better performance than its predecessor, according to AMD.
