Mexico blast kills at least 32, flagging Pemex safety woes

MEXICO CITY (Reuters) - Rescue workers pulled out more bodies from debris at the headquarters of Mexican state oil giant Pemex on Friday after a powerful explosion killed at least 32 people and threw a spotlight back onto the state-run company's poor safety record.

Scenes of confusion and chaos outside the downtown tower block in Mexico City have dealt another blow to Pemex's image, just as Mexico's new president is seeking to court outside investment for the 75-year-old monopoly.

Thursday's blast occurred at a Pemex building next to the 50-story skyscraper, and chief executive officer Emilio Lozoya said the number of confirmed dead now stood at 32, up from 25 overnight. A further 121 were injured, he added.

Officials have been unable to say how many people may still be trapped within the wreckage of the office block. A military paramedic at the scene said there were likely many, and that he expected the death toll to continue increasing.

Lozoya said it was not clear what caused the mid-afternoon explosion, which has been the subject of speculation ranging from a bomb attack, to a gas leak, to a boiler blowing up.

"A fatal incident like yesterday's cannot be explained in two hours, we are working with the best teams in Mexico and from overseas, we will not speculate," he told a news conference.

Pemex, both a symbol of Mexican self-sufficiency and a byword for security glitches, oil theft and frequent accidents, has been hamstrung by inefficiency, union corruption and a series of safety failures costing hundreds of lives.

President Enrique Pena Nieto has said overhauling the company is a top priority, and investors have been closely following how far he will go in enticing private capital to boost flagging oil output in a country that is the world's number seven producer.

"This incident speaks very poorly of the image of Pemex management, and that's interpreted as additional risk in the market," said Miriam Grunstein, an energy researcher at Mexico's CIDE think tank.

COLLAPSE

One government official, speaking on condition of anonymity, said a preliminary line of inquiry suggested a gas boiler had blown up in the building to the side of the main Pemex tower, which houses administrative offices.

However, he stressed nothing had been determined for sure.

Investigators have cordoned off the blast site, and a local Red Cross official, Isaac Oxenhaut, said the ceiling had collapsed in three lower stories of the building.

Lozoya said the four floors worst affected by the explosion normally had about 200 to 250 people working on them. That compared with about 10,000 staff in the entire Pemex complex.

The blast followed a September fire at a Pemex gas facility near the northern city of Reynosa which killed 30 people. More than 300 were killed when a Pemex natural gas plant on the outskirts of Mexico City blew up in 1984.

Eight years later, about 200 people were killed and 1,500 injured after a series of underground gas explosions in Guadalajara, Mexico's second biggest city. An official investigation found Pemex was partly to blame.

"NO PRIVATIZATION"

Shortly after Thursday's the blast, Pena Nieto was at the scene, vowing to discover how it happened and to punish any individuals found to be responsible.

Whatever caused the explosion, the deaths and destruction will put the spotlight back on safety at Pemex, which only a couple of hours earlier had issued a statement on Twitter saying it had managed to improve its record on accidents.

"I suspect this was a bomb," said David Shields, an independent Mexico City-based oil analyst. "There are clandestine armies across Mexico, not just the (drug) cartels."

Shields pointed to the bombing of several Pemex pipelines in the eastern state of Veracruz in 2007. A shadowy Marxist rebel movement took credit for some of the blasts.

Meanwhile, George Baker, director of Energia.com, a Houston-based energy research center, says that past history suggested the government could seek to exploit the incident.

He pointed to the 1992 Guadalajara blast and the subsequent deal that followed to overhaul the Pemex administration led by then-President Carlos Salinas, like Pena Nieto a member of the Institutional Revolutionary Party, or PRI.

"Salinas said he wanted a response from Pemex, and months later Pemex announced a restructuring. The restructuring had nothing to do with the Guadalajara accident, but it was used as a pivot to do something," Baker said.

Pena Nieto has yet to reveal details of his Pemex reform plan, which already faces opposition from the left.

Both Pena Nieto and his finance minister were this week at pains to stress the company will not be privatized.

Euro zone inflation nears ECB target, joblessness at record

BRUSSELS (Reuters) - Euro zone inflation fell more than expected in January in a sign that companies were cutting prices to entice shoppers at a time when joblessness remained at a record level at the end of 2012.

The rate of consumer price inflation in the 17 countries using the euro fell to 2 percent in January compared to a year ago, the EU's statistics office Eurostat said on Friday.

The reading, Eurostat's first estimate, was lower than the 2.2 percent level forecast by economists polled by Reuters, which was also December's level.

Unemployment remained at a euro-era high of 11.7 percent in December, Eurostat also said, slightly lower than the 11.9 percent level expected by economists, but still higher than the European Commission's year-end 11.3 percent prediction.

Inflation is now near the European Central Bank's target of close to, but below 2 percent, and along with record unemployment, gives the ECB bank room to cut interest rates again to stimulate the economy.

But an improvement in euro zone business morale for the third straight month in January and better factory output suggest the bloc has passed the worst of its recession, meaning further ECB stimulus in the form of lower borrowing costs may not be necessary.

The ECB's task is also complicated by a divide between wealthier, northern countries which are showing signs of emerging from the euro zone's three-year debt crisis and countries such as Spain and Italy, that are in deep recessions.

"The story in the euro zone remains one of national divergence between the peripheries and the core," said Evelyn Herrmann, an economist at BNP Paribas in London, also pointing to a growing gap between the German and French economies.

TACOMA, Wash. ? Wanted: A green thumb with extensive knowledge of the black, or at least gray, market.

As Washington state tries to figure out how to regulate its newly legal marijuana, officials are hiring an adviser on all things weed: how it's best grown, dried, tested, labeled, packaged and cooked into brownies.

Sporting a mix of flannel, ponytails and suits, dozens of those angling for the job turned out Wednesday for a forum in Tacoma, several of them from out of state. The Liquor Control Board, the agency charged with developing rules for the marijuana industry, reserved a convention center hall for a state bidding expert to take questions about the position and the hiring process.

"Since it's not unlikely with this audience, would a felony conviction preclude you from this contract?" asked Rose Habib, an analytical chemist from a marijuana testing lab in Missoula, Mont.

The answer: It depends. A pot-related conviction is probably fine, but a "heinous felony," not so much, responded John Farley, a procurement coordinator with the Liquor Control Board.

Washington and Colorado this fall became the first states to pass laws legalizing the recreational use of marijuana and setting up systems of state-licensed growers, processors and retail stores where adults over 21 can walk in and buy up to an ounce of heavily taxed cannabis.

Both states are working to develop rules for the emerging pot industry. Up in the air is everything from how many growers and stores there should be, to how the marijuana should be tested to ensure people don't get sick.

Sales are due to begin in Washington state in December.

Washington's Liquor Control Board has a long and "very good" history with licensing and regulation, spokesman Mikhail Carpenter said.

"But there are some technical aspects with marijuana we could use a consultant to help us with," Carpenter said.

The board has advertised for consulting services in four categories. The first is "product and industry knowledge" and requires "at least three years of consulting experience relating to the knowledge of the cannabis industry, including but not limited to product growth, harvesting, packaging, product infusion and product safety."

Other categories cover quality testing, including how to test for levels of THC, the compound that gets marijuana users high; statistical analysis of how much marijuana the state's licensed growers should produce; and the development of regulations, a category that requires a "strong understanding of state, local or federal government processes," with a law degree preferred.

In case no regulatory lawyers who grow pot in their spare time apply, multiple contracts could be awarded. Or bidders who are strong in one category could team up with those who are strong in another. Bids are due Feb. 15, with the contract awarded in March.

Many of those in the crowd Wednesday had experience in the medical marijuana world.

Several people asked whether winning the contract, or even subcontracting with the winning bidder, would preclude them from getting state licenses to grow, process or sell cannabis. Farley said yes: It would pose a conflict of interest to have the consultant helping develop the regulations being subject to those rules. But once the contract has expired, they could apply for state marijuana licenses, he said.

Christy Stanley, a Kitsap County resident who has researched marijuana and considered opening a medical dispensary in the past, said she'd like the consultant job, to help the state get the rules right. She knows growers, but has never grown marijuana herself, she said.

"This is big. The nation and the world are looking to us to set up a good model," Stanley said. "If it works here, they're just going to cookie-cut this for other states."

But, if a parent or grown child asked for help, we would never refuse. So, I have never had to give financial assistance to a parent or grown child*. I entered parenting later in life (was 39 and 41 when I had my boys) DH is 10 years older than me. So here I am - looking at balancing ER goals, college funding goals, and dealing with eldercare issues with my in-laws. I have a 10 year old, a 12 year old, and in-laws in crisis who are 86 and 89 years old. My parents died in the last decade (fortunately they were solvent and lucid till the end.) But my husbands parents are in need. So far we built a granny flat to help with caregivier needs for them. (FIL is in a wheelchair, MIL doesn't believe in nursing homes or in home help.) She didn't like living in CA, so she moved them back to where they own a home. (Fortunately - this frees up the nice little cottage as a rental income stream - helping ER budgets.) We've already obtained emergency guardianship of FIL - because MIL refused to put him in a home and fired the in-home aides. DH is going for permanent guardianship of BOTH parents later this month. 2 of 3 "experts" (doctor and social worker) agree that MIL has dementia. We're still waiting on the psychologist report. And there is definitely expense associated with all this. It's stressful. No question about that. Juggling kids needs, parents needs, and trying to navigate family politics as an in-law. One advantage to being sandwiched... I felt we gave our kids a good role model when we actively helped with caregiving of their grandparents. Having grandparents live in a cottage in our back yard gave them lots of access - but also showed them that family takes care of family. A value I want to pass on to the boys. __________________

DW and I have a 21 year-old son with more college to go and an 18 year-old son heading to college this coming Fall. Thay both have been full-blown teenage boys, and I will leave it to your imagination to fill in the blanks in terms of the challenges they have presented for DW and I. We are blessed to have all four parents still in our lives - mine 89 and 86, DW's 83 and 80. They are getting needy. As I type, I am "babysitting" the in-laws while their primary caregiver (DW's sister) is out of town for a few days. Both sets of parents are in good shape financially (so far). Honestly, they are consuming all the time we can give them though. Thankfully, we raise two independent and successful children that have not been much of a burden once they flew away from the nest. We will join her when I retire from my job this summer and she will stay with us. Four months after that DD boomeranged and is with us and will soon give us our first grandchild and will have to stay with us while she works to regain her independence. DS is doing well in college but lives at home with us to save on room and board. Wow, not how I envisioned I would enter ER! But, it offers many other opportunities to experience. I read on this site a long time ago, and can't remember where, a post that stated that ER doesn't save you from the ups and downs of life, you just don't have to go to work while you experience them. Join Date: Feb 2010 Posts: 2,001	Just a suggestion for any who might benefit from it: After my father died (in his late 70s), my mother (five years older than he was) decided she no longer had the energy to manager her own affairs, but still wanted independence. She was still sharp mentally, just tired physically. So she gave me durable power of attorney over everything and put all her accounts in joint ownership with me (JTWROS). For the rest of her life, she enjoyed not having to deal with any financial matters -- just told me what she wanted and told me to take care of it. She kept one credit card for restaurants and the like, but never saw a bill. When she wanted cash, she just asked me for whatever amount she wanted. Since I had total control, I invested her money prudently and it was enough to cover her expenses until she died, fifteen years later. The arrangement worked well. I had a little more work than merely managing my own finances, but I was spared the worry about what would become of hers. Assuming you are on good terms with your parent(s), I think this is something you might consider bringing up at the right time. In my case, it was totally my mother's idea -- she just felt comfortable turning control over to me. __________________
