Actually, i do not know who said this, but OVH's network is not optimized for streaming and most streaming customers will turn to other networks then OVH.
I am not sure how this is trash talking, as its the truth. OVH will limit the amount of traffic you can exchange with various (mostly IPT) networks and is therefore not suitable for streaming video or audio. The network connection is also shared, making it even less suitable for Streaming purposes. Generally, a streaming server requires predictable bandwidth speeds.
This is pretty much common knowledge, just read the OVH page and you find that they inform you about these limitations on their own site.

"When you've subscribed to this service, OVH reserve 100 Mbps for every transit link and private peerings and doesn't limit bandwidth to public peerings. " this would be for their business bandwidth (the best variant) - even this would be unsuitable for Streaming Video.

EDIT: I found the ticket that discussed this, why were you asking support for your OVH server from our staff anyway?

I would hardly call 15 x 100mbps connects per server to mainline upstreams and 19 unlimited peering points "limiting".

Do you have any personal experience of streaming from an OVH server?

Yes we have, we tested various providers for our own CDN streaming needs. If you limit your traffic to ie Level3 to 100 mbps per server then that will be problematic for Streaming, as many access providers use Level3 as their IPT.
Latency is also quite a bit higher on the OVH network then on any other European network, latency and throughput is important for streaming video.
OVH network is very dependent on peering and not all networks reserve enough bandwidth on their transport peering (not the fault of OVH, but they will also not route around it).

Actually, your first question was what OS would be the best for running Wowza.
If you buy a server with a provider, it would be best to turn to that provider for support

Are you sure?

PHP Code:

????????????Swiftway????????OVH
Cork??????????31ms???????????19ms
Frankfurt??????13ms???????????11ms
London??????????15ms????????9ms
Madrid??????????30ms???????????20ms
Manchester??????15ms?????????18ms
Milan??????????23ms???????????18ms
Luxemburg???????9ms???????????15ms?

I didn't test from Amsterdam or Paris as you're in NL and OVH are in FR, but it looks like in most cases OVH's European network is contradicting your claim?
